i never had any links about that approach. this is probably the closest it gets: http://2dwillneverdie.com/tutorial/the-making-of-tekken-megaman-sprite/ the real trick is simply downscaling the painting, then changing the color mode to indexed as in that link. then you can use a low amount of colors and of course enable dithering. there's no exact settings to use.
