it depends on your suiting of animation. i mean as far as i know, fbf is used to create a more accurate and coordinated animation of different movements, for example, a jump. tweens are used to do the same accomplishment, but they implement more physics into your animations. there is no right answer, it's just personal preference
Tweens are basically an automated version of the traditional FBF approach so it doesn't really matter. It does matter when you're making manual changes to things like redrawing things, so that's when you can only use FBF. For sprite animation in general though, you can safely use tweens a lot, because it doesn't matter. Use whatever makes sense to you. Tweens are a lot faster though and they are a helluva more efficient when you know what you're...
Most of it is simply downscaled drawings/paintings. Other stuff may be touched up afterwards (I think mostly the tiles and some objects) to make them look more like pixel art.
