the map feels a bit too flat imo

add some mid layers in there to give some more perception

and some dark clouds ranging at the top of the map, then add some more life into the foreground so its not so boring, like some tree's and some benches, like a park

Adding on to BS_Wanderer's post, the background cityscape is in a much different hue than the skies itself, you have to make their hues consistent for it to look much more believable.

The bridge isn't a complete map object in itself, so try hiding the edges better.
    It's a .jpg as well.

If you added that city and bridge, then you should have blurred it.Reason being, that if you took a picture just like this in real life. They would be less focused, then the person standing on the tile.
Everything else has been said I think.

The foreground and background seem a bit to far apart. ( Also may I use this map? I think it's perfect for me to practice my first animation)

The orange building really didn't fit with the front buildings.
Also, when I make a map, I like to add a gradient overlay using two colors from the map. (Usually from the sky or the main colors)
    (lol,totally not taught by Lynus)

    anyways: http://puu.sh/h2nex/3a5c4b77c0.png

you can use photoshop to do it. I think you can do it on Flash too.

really good job, but imo it looks like the foreground and the background just isnt going together because of the highly advanced hd shading for the background and the simplicity of the foreground, if this is the kind of background you are going for then i would suggest making the the foreground a bit smoother and less pixelated, either that or the opposite
