Outline Text in Microsoft Paint
Now a good tip for using the glow feature in Paint.NET:
Set the Radius to the lowest.
Brightness to lowest.
Contrast to lowest.
This gives you a black text outline. Just reapply the effect 2 or 3 times using Ctrl + F....
