I feel like a noob for asking so many questions but I noticed on some Vcams that theres a watermark or blackbars. Can anyone show me how to do it? Specifically on AS3 or the Camera tool on Animate CC 2017.

Unless you have a custom, well working CC vCam, you gotta manually tween it if using the camera tool.
If the vCam is working, however, change it from visible false to visible true in "Actions".
Remove the dumb, unneeded stuff
Insert the black bars and make sure they line up with the vCam box, and add your watermark too.

What was said above does work, but a much simpler solution is to download the maplemation vcam, go into the vcam symbol, find the layer that the maplemation logo is on, and after deleting the logo, not the layer, just putting your own logo in there and adjusting it until it's visually comfortable to look at.
