I'm a beginner into sprite animating, and I have a question to make
How am I supposed to make the textbox to be staying in place as the VCAM moves around? like after it pops up and have the character to talk in text but it stays still as the VCAM moves as it's linked, how am I gonna do that?
I use Adobe Animate 2022

as far as I know, most people do it in a video editing program after you render out your final animation.
If you're using the shuriken255 vcam, you can use the parallax feature (by adding it into your text symbol), setting to min/max (depending on which version of the camera you're using) so it will strictly follow the camera.
