inb4 someone tells you to get Flash 8 or Adobe Animate CC instead

If it's a memory issue, maybe your RAM/CPU is being maxed when you put the effect in your project? I'd recommend clearing some space on your hard drive and closing other programs that also take up a lot of RAM/CPU.

Hopefully someone who is more adept with Flash can give a more in-depth answer

Thank you SO MUCH to xOryion/Connor for the lovely signature and ToasterLady (twitch.tv/toasterlady) for the adorable art!

that error message just means you're running out of RAM, CPU usage would not matter, nor would the amount of things you have on your disk. one thing to note is that since you're working with cs3, you should need at most 4gb available for flash, since that's how much it can use (because it's a 32-bit application. flash cc and later versions are the only 64-bit variants). the only advice to be given here is close as many programs as you can while you export, and get more memory if possible/necessary.
